Welcome back, adventurous gamers! It’s time to dive deep into the crime-solving adventure of Baldur’s Gate 3. After solving the Open Hand Temple murders, you find yourself in the Lower City, where danger lurks around every corner. Can you crack the case and save the Lower City targets? How To Find Devella

First things first, we need to find Devella in the Lower City. You have a few options to make it past the Wyrm’s Rock Fortress:
- Get arrested and break out of prison.
- Use the Lower City Pass acquired via the Open Hand Temple Murders quest.
- Get an invitation from Gortash.
Once you’re in the Lower City, head straight and enter the second building on your right, the Elfsong Tavern. If you still have your Guardian by your side, they’ll point it out to you. Venture upstairs, go down the hall, and enter the door at the end directly ahead.

Now, speak with Devella inside and tell her that Valeria sent you. Agree with her ideas on the Bhaal plot and show her any evidence you have, especially the list. And here’s a little bonus for you: agree to save all the names on the list of the Lower City while Devella takes care of those in the Upper City.
How To Save The Lower City Targets

There are three living targets you can try to save initially, and one dead target with some valuable merchandise you might want to grab:
- Baldur’s Gate 3: Finding Cazador’s Palace
- Overwatch 2: Illari Hero Guide
- Remnant 2: Nightfall Gun Guide
- Chef Roveer – Elfsong Tavern kitchen.
- Cora Highberry – Wine Festival patio.
- Franc Peartree (Deceased) – Behind the boarded wall of the Peartree home.
- Figaro “Facemaker” Pennygood – At Facemaker’s Boutique, outside Upper City entrance and across from Baldur’s Gate Waypoint.
But beware! If you fail to stop the Doppelgangers the first time, two more targets will be added to the list:
- Nesha – Walking outside the Blushing Mermaid near the docks.
- Alexander Rainforest (Deceased) – Inside his home on the second floor.
Let’s take a closer look at saving some of these Lower City targets.
Chef Roveer

Chef Roveer is the easiest target to save. He’s just downstairs in the Elfsong Tavern kitchen. Speak with him, but be prepared for him not to take you seriously at first.
To convince Chef Roveer to take precautions, you’ll need to get rid of all the rats in the basement. Use the nearby ladder to reach the basement. Don’t worry, those rats only have 1HP! You can send in one cleric with Spirit Guardians activated, and they’ll take care of themselves.
When the rats are defeated, return to Chef Roveer and let him know the job is done. He’ll now take your warning seriously, and you’ll even be rewarded with some gold for your efforts.
Cora Highberry

From the Elfsong Tavern, travel west until you see a building ahead and slightly left covered in colorful hanging flags. There will be a large crowd outside at the tables. Among them, you’ll find Cora Highberry, a white-haired halfling woman, enjoying some drinks with a red-clad dwarf.
Speak with Cora Highberry, but be careful! You’ll need to succeed in a Medicine check to determine that what she’s drinking is actually a paralytic poison. If you found the poison bottle in Duke Stelmane’s room, you’ll have an advantage.
To save Cora, confront her and alert her about the poisonous wine and the man trying to harm her. This will start a combat encounter where you must defeat the real Dolor and his Doppelganger friends. Keep an eye out for the real Dolor, as he has a higher health pool.
Franc Peartree

Although Franc Peartree is already deceased, it’s worth paying him a visit for some additional evidence, a cache of weapons, and another piece of Dribbles the Clown.
Find him by heading down the stairs to the left of the Wine Festival and breaking the boards blocking the entry to his house. You’ll discover his corpse on the other side. Look for a key to the hatch under the Traveler’s Chest inside the bookshelf in the far left corner. Don’t forget to check for a chest key under some loose floorboards as well.
Once you have the keys, enter the hatch below the chest. Explore the room to find weapons, a wooden chest, and a metal safe on the wall with some enchanted loot. It’s a treasure trove for the brave and diligent adventurers like yourself!
Figaro “Facemaker” Pennygood

Visit the Facemaker’s Boutique located across from the Baldur’s Gate Waypoint and near the Upper City main entrance. Speak with Figaro, the idling NPC, and inform him about his name being on the list.
If you successfully defeated Dolor at the Wine Festival, this interaction should be a calm one without any fight. However, if you failed to stop Dolor from fleeing, you’ll find him holding a knife to Figaro’s throat. Your quick intervention can save Figaro from this dire situation.
Fight alongside Devella and the Steel Watch against Dolor and his Doppelganger friends. There’s no specific strategy here, so do whatever works best for your party in a chaotic combat situation. When Figaro is safe, you can purchase some fine vestments from him and have a chat with Devella.
Candulhallow, The Murder Tribunal, And Saving Valeria

To unravel this thrilling quest further, you’ll need to enter Candulhallow. It’s a building located behind the Elfsong Tavern at the corner of the street. Expect to lockpick a locked door on the left side to gain entrance.
Inside Candulhallow, explore through multiple doors to the end of the house, where you can find a chest to loot. But don’t stop there! Turn around and take off the painting on the wall to reveal a hidden button.
Press the button, and a door behind you will be revealed. Interact with the door and say the word “Sicarius.” It’s time to enter the Murder Tribunal area!
In the next room, you’ll encounter three knights guarding the area. Offer them the hands you found on Dolor, and they will let you advance. Speak with the Murder Tribunal, state your case, and make your choice: accept Bhaal and become an assassin or refuse Bhaal and stand your ground against Sarevok and his echo companions.
Here’s a little tip: Make sure you are at least Level 10 and have plenty of spell slots filled before taking on Sarevok. This boss fight won’t be a walk in the park. Focus on defeating Sarevok’s companions first, as they can cast Sanctuary. Then, prepare for an epic showdown against Sarevok himself, a level 16 boss enemy with some dangerous tricks up his sleeve.
After defeating Sarevok, take his key and unlock the room to the right of the throne. Inside, you’ll find Investigator Valeria chained up. Use your lockpicking skills to free her. Have one last conversation with Valeria to gather crucial information about Orin and the location of the Temple of Bhaal. With the Amulet of Bhaal in hand, you’re ready to confront Orin and take the fight to a new level!
